Abstract:
The occurrence of marine natural disaster has a close relation with the natural factors including geographical and climate conditions and so on. Thus the construction of information system for disaster prevention and reduction should consider the developmental rules of regional disasters. To avoid the phenomena of “isolated information island”, “information bulwark” and “repeated construction”, the concept, six characters and basic factors of “regional information service system for disaster prevention and reduction” are also analyzed in this paper from the point view of cyber infrastructure firstly. Then the “five layers of sandglass” architecture is put forward. Taking the construction and application of Regional Information Service System for Disaster Prevention and Reduction in Taiwan Strait as a case study, the importance of the achievement in this paper is introduced. In the end, the key content and the direction for future study is proposed to meet the demand of the Intelligent Ocean.
