Abstract: Silted bay restoration is a typical form of sea area renovation with multiple objectives， means and effects. Based on analysis of causes and mechanisms of environment problems from silted bays， the process and technical methods for effective evaluation of the restoration project were analyzed. The model with a comprehensive evaluation index system was established and applied in Xiamen Bay restoration project. The study shows that the causes of problems， remediation measures and restoration objectives are key factors of the evaluation index system. The evaluation score for the restoration project reached 84.2， which shows that the project achieves a good result after the restoration．
